The Department is hosting focus group discussions about the Quality Incentive Program (QIP) measures. These measures reward the quality of service providers.

We welcome individuals, family members, providers and members of the public to join the conversation.  The Department will select interested participants to join these focus groups.

If you’d like to be added to the interest list, please complete the short survey on the QIP webpage. The survey will be open through June 2025.

Keep an eye on the Department’s Events webpage for upcoming QIP Workgroup meetings and materials. Workgroup meetings are open to the public.  In 2025, the full Workgroup meetings will be held from 2pm – 4pm on these dates:

  • June 16, 2025
  • September 15, 2025
  • December 15, 2025

The Employment Access and Employment Capacity incentive measures are available through June 30, 2025.  Providers are encouraged to take advantage of these opportunities to earn quality incentives in addition to their service rates.

What is the Quality Incentive Program (QIP)?

The QIP is designed to improve outcomes for individuals receiving services, service provider performance, and the quality of services provided.  Service providers achieve a portion of their reimbursement rate for participating in quality measures.  The measures are designed to set benchmarks for performance in the early phases of the QIP development.  These measures reward provider performance and identify opportunities to strengthen and improve the quality of services.

In fiscal year (FY) 2025-26, providers eligible to participate in the QIP will achieve the quality incentive portion of their rate by reporting data to the Department.  Data collected will be related to employment, preventative health screenings, service access and workforce capacity, and foundational data related to the provider directory.  Detailed information about the measures, eligibility, and data collection will be provided publicly in early summer 2025, after more focus group and full Workgroup meetings.
